In the same way that rockets can be used to put scientists or nuclear warheads into space, the internet can either be put to good or "bad" use. In terms of being a tool for democracy the internet has clearly been underutilized and underdeveloped. It must be used more effectively in order to achieve its potential to effect an accountable, legitimate and progressive global democracy.

The proposed design of the software will increase the internet's efficiency as a tool for the establishment of the new global democracy. As the Demosphere matures from the bottom up, it's backbone will be formed incrementally, as it is adopted from the local and civic levels towards the regional and national layers.

The more that citizens use the Demosphere software, the more accurate and efficient it will be as an online tool for community deliberation and democratic consensus. Designed to be as engaging and rewarding as possible for users, democracy will no longer be a passive static process - the inaccessible institution that many disillusioned citizens experience today. The Demosphere software will revitalize democracy as a dynamic global institution of voting, deliberation, and activism. It will be incrementally integrated into the very fabric of global political life for every culture.
