The wheeler mission in indianapolis indiana is closing down, so large crews of desperate homeless people are clustering around downtown indianapolis in greater and greater numbers.  For the capitolist this is a fine resource that is newly made available.  Walking billboards and sticker teams just got a LOT cheaper.  Nothing makes an agent feel better than cheap labor.
