Empowerment is now trying to decide on the perfect framework before opening any floodgates.

Three main factors need to be symbiotic for the framework to be at optimum efficacy; resources, connections, and organization.
A simple breakdown:
Resources are all the tools on the site paired with ideal accessibility, incentive, stimulation, and reward.
Connections is the ability to spread yourself and the gain of the resources to others.
Organization is the key to form, shape, and create the products of the above with any amount of potency.
I illustrate these to reinforce the understanding that no step is of any use without the others, ergo the importance of the perfect symbiosis.
Now to the point. For the immediate sake of the cause all empowerment members must always be asking; which of the three might we lack and how might be best improve them?
                            
Then you can seek the final step in the equation.

I believe that once there i|s a generous amount of all three, there is a way to unify them, completing the symbiosis to make their combined output exponentially more powerful and direct using what is actually a very simple approach.

The approach is in finding a way to boil down all products into the simplest unit, to collect, align and quantify the sum of their effect into the most essential piece of information.
Numbers. The most basic form of ‘yes, no, wait or go!’ The basic concept of voting for ideas is practical, accessible, and effective. We forge our presence through a wide variety of mediums, then unearth commonalities between them, to narrow it all down to a single actionable goal.
The simplicity of the design i|s in no way limited. Multiple vote-able criteria could be added to supplement any body of thought, or whole new alternative parties could be created to add more choice to the momentum without causing disarray in the collaboration.  
The point is that such a design would add purpose and power to all three steps, an underlying accumulative effect that without, leaves our purpose here left with much to be desired..
